Brookswood-Fernridge Community Plan Update

    Join us in shaping the future of Brookswood-Fernridge. The Township of Langley has launched a new planning and engagement process to update the existing Brookswood-Fernridge Community Plan (adopted in 1987).  The Update will provide opportunities for growth and redevelopment in the “Undeveloped Area” while maintaining the existing land use and densities in the “Developed Area” (see map below).  This update is your chance to have a say in the future of the community.

    Update: July 21, 2017
    Thank you to all residents and stakeholders who participated in the Community Plan Update process thus far. As announced at the Special Meeting of Township Council on Monday, July 17, a second Public Hearing will be held on September 12, to give residents and stakeholders an opportunity to voice their thoughts, concerns, and support for the Amended Community Plan.

    If you are not able to attend or do not wish to speak publicly, you may email Mayor and Council at legservicesinfo@tol.ca to have your input count towards the official Public Hearing record.  

    Please note, all public feedback and information, including emails, letters, phone calls, and messages, must be submitted to Mayor and Council before the close of the Public Hearing on September 12. Any feedback or information sent after that time will not be received or reviewed by Mayor or Council as per standard Public Hearing protocol.

    Frequently Asked Questions

    Following the 1st and 2nd reading of Bylaw No. 5300 (the proposed Brookswood-Fernridge Community Plan) by Council on June 12, many community members contacted staff by email, letter, social media, and phone with similar questions. We understand not everyone will be able to register for an ‘Ask the Planner’ session on June 19 and 20 to have their questions answered, and we would like to ensure your most common questions and concerns are addressed directly. Here are direct answers to the most frequently asked questions:  

    1. Why are there 4,000 ft² lots in the proposed Community Plan and when was this introduced in the planning process?

    2. Why doesn’t the proposed Tree Protection Bylaw have higher fines?

    3. Why is a new commercial village located on the east side of 200 Street at 32 Avenue?

    4. What is the difference between a Community Plan and a Neighbourhood Plan?

    5. When will the Neighbourhood Plans be prepared?

    6. What changes are staff recommending to Single Family 2 and Single Family 3?

    In order to provide the community with the highest level of engagement, we are offering the opportunity to speak in small groups with a Planner to clarify points and answer any remaining questions before the Public Hearing. With a maximum number of 4 people per table, there will be space and time to have more meaningful conversations and have any remaining questions discussed.

    Update: June 13, 2017

    We have entered the final phase of the Brookswood-Fernridge Community Plan Update, with the Final Draft Community Plan passing 1st and 2nd readings at the Council meeting on Monday, June 12. With these initial readings now complete, a Public Hearing has been scheduled, which will be your opportunity to provide your input to Council.

    Update: June 9, 2017
    As we enter the last phase of the Brookswood-Fernridge Community Plan Update, we are pleased to inform you that the final draft Community Plan has been completed. Township Council will consider this final draft for 1st and 2nd reading at its regular evening meeting on Monday, June 12. If the final draft passes these initial readings, a Public Hearing will be scheduled, which will be your opportunity to provide your input to Council.

    We will continue to update you on the progress and upcoming dates as they are determined, including an opportunity to speak with a Planner in small groups to clarify points and answer any remaining questions before the Public Hearing.

    Update: May 5, 2017
    Progress continues to be made as we move closer to completing the update to the Brookswood-Fernridge Community Plan. On Friday, May 5, a report and preliminary draft plan were submitted to Council, with the intent to receive their feedback before the information is presented to the public at the Open House on May 16.

    Overview & Process

    The Township of Langley is experiencing one of the fastest rates of growth in Metro Vancouver.  We need to hear from you on how we can plan for the future of Brookswood-Fernridge in a way that respects the values of the community, consistent with the Township’s Official Community Plan.

    The Brookswood-Fernridge area has been designated for “Urban Growth” in the Township of Langley Official Community Plan since 1979. In 1987, Township Council adopted the Brookswood/Fernridge Community Plan, which provides a long term vision for an urban community and policies to guide future development.  This existing 1987 Brookswood-Fernridge Plan was designed to accommodate an ultimate projected population of approximately 35,000 residents. 

    In April 2016, the Township of Langley launched a new, extensive planning and engagement process to update the Brookswood/Fernridge Community Plan.  This process is expected to take between 12 and 18 months to complete, currently anticipated to conclude in the summer of 2017. 

    As part of this Community Plan update, the ideas and perspectives of everyone in the community will be sought.  The Township of Langley has made a commitment to ensuring that meaningful two-way dialogue occurs between citizens, stakeholders, and government.  
    In a previous process in 2012 to update the Brookswood/Fernridge Community Plan, some members of the public raised issues with proposed growth in the community and how the process was delivered.  As a result, there will be no changes, in terms of land use and density, to the Developed Areas of Brookswood-Fernridge. The current update to the 1987 Community Plan will focus on the Undeveloped Areas of the community.

    The current Community Plan update process involves five stages, with an extensive stakeholder and public consultation program at every stage.

    Be Part of the Plan! The Brookswood-Fernridge Community Plan Update will ensure broad, early and ongoing opportunities for public engagement.

    The Township will provide opportunities for input and listen to the community throughout the five phases of public consultation. 

    Before making any decisions, we want to hear from you so that any decisions better consider what is important to the community of Brookswood-Fernridge. The information we gather from our technical analysis and public consultation will help us develop and evaluate options for the Undeveloped Areas of the community.

    We will report back to the community on what we hear at the end of each of the five phases.
