Corporate Energy Management Plan

Energy is essential to the Township of Langley's operations – to power, heat and cool community and administrative buildings, to fuel fleet vehicles, and to provide important services to the community such as water, liquid and waste management, parks and outdoor facilities, and street and traffic lighting. As important as this energy is, gasoline/diesel, natural gas, and electricity also has an impact on our climate through the production of greenhouse gas emissions.

Where are we now?

In 2018 the Township purchased approximately 210,000 gigajoules (GJ) of energy, costing about $5.7 million, and resulting in nearly 7,000 tonnes of greenhouse gas emissions.

The Township of Langley’s population is growing quickly, requiring an increasing number of services (such as new recreation facilities, roads, and fleet vehicles) which represents a challenge when working to reduce overall emissions. As a result, total corporate emissions have continued on an upward trend, though per person emissions have decreased.

As a major user of energy, the Township also has many opportunities to improve energy efficiency and decrease emissions resulting from corporate operations. As part of our Climate Action Strategy, the Township is working to accelerate emission reductions across all departments, and to place a high priority on these projects.

What we’re doing

Developed in 2015 and updated in 2019, the Corporate Energy Management Plan (CEMP) outlines targets and actions that reduce corporate energy use and costs, and lower overall greenhouse gas emissions over the next decade. The Plan was developed with input from departments across the organization, including Planning, Parks, Utilities, Facilities, Fleet, and Roads.

The 2019 plan has a total of 35 actions. Examples include:

  • A lifecycle costing approach for new buildings and infrastructure
  • Developing energy efficiency guidelines for existing building assets and new park infrastructure
  • A plan for electric vehicle (EV) infrastructure installation
  • Planning, funding and transitioning to LED streetlights
  • Identifying opportunities to integrate rainwater harvesting and reuse for new and existing buildings

To date, nearly 90% of the 2015 actions are started or complete, and 18 new actions were added as part of the 2019 update.
