Purchasing staff provide an effective and efficient centralized purchasing service to departments, while maintaining a high standard of internal control. They are responsible for securing, through generally accepted public and professional purchasing practices, all goods and services required by the Township of Langley.

The Township of Langley uses bids&tenders, a leading digital procurement platform that connects buyers and suppliers through an online marketplace across a variety of geographic regions, sectors and industries. The bids&tenders platform simplifies the bid submission process for suppliers through an intuitive, seamless user interface.

Suppliers will be required to register for a free bids&tenders account which will give you access to completing submissions for any Township of Langley opportunity. This ensures receipt of the latest information and updates via email regarding the bid.

Successful bidders will be required to electronically submit certificates of insurance, WorkSafe letters and any other required documentation directly through bids&tenders. For Tenders, a digital Bond in an electronically/enforceable (e-Bond) is the preferred format. Documents will be housed in the bids&tenders database and suppliers will be notified when documents will need to be updated.

The Township of Langley does not retain a bidders list or a bidder registry.

Co-operative purchasing

The Township of Langley, along with other municipalities, is a member of the Lower Mainland Purchasing Group (LMPG). Member agencies realize savings by combining individual requirements and seeking bids for larger volumes of goods and services.

Requirements

The Township of Langley has certain minimum requirements for all Suppliers, Business Services and Consultants. Please note that coverage thresholds may be higher depending on the project and if higher risk exposure is identified. Other insurance coverage may also be required depending on the goods or service being supplied to the Township.

Contractor requirements

Federal, provincial, or municipal permits when applicable
Confirmation of existing WorkSafe BC coverage
Township of Langley or Fraser Valley Intermunicipal Business Licence
Comprehensive General Liability insurance in an amount no less than $5,000,000. The Township of Langley must be added as an additional insured under the policy.
Professional Liability in an amount no less than $2,000,000 insuring the Contractor’s liability resulting from errors and omissions in the performance of professional services under the contract.
For construction contracts, bid bonds, labour and material bonds and performance bonds are typically required.
Criminal Record checks may be requested.

Consultant / Business Services requirements

Communicable disease related safety protocols for vendors

The Township reserves the right, at any time, to invoke requirements that may impact vendors based on guidance from government and public health officials and to take every reasonable step to protect the health and safety of the Township’s workforce and the community from the transmission of communicable diseases. The Township of Langley fully suspended its Vaccination Policy (COVID-19) effective January 1, 2023.

Township employees are subject to any applicable requirements related to communicable diseases that arise as a result of government directives, orders, or legislation, or because the performance of duties includes interactions with third parties or takes place in shared or third party facilities, where more stringent protocols or requirements are in place. Vendors may be subject to related requirements where necessary.
