Annual water, sanitary sewer and garbage collection rates are a combination of Metro Vancouver service fees and Township costs for providing current service levels and maintaining existing infrastructure.

The majority of the increase in sanitary sewer rates for 2025 is from Metro Vancouver. This includes the Township's portion of the additional cost associated with the Northshore Wastewater Treatment Plant, which is affecting local sewer rates of municipalities in the region and is out of the control of the Township. 

Metered water and sewer rates for residential and commercial properties

Metered utility charges for water and sewer services are billed tri-annually. Meters are read in April, August, and December. Metered utility statements are sent the following month.

This statement includes a fixed infrastructure charge for both water and sewer, based on the size of the water meter and a variable component representing actual consumption. The infrastructure charge for both water and sewer is divided equally between the three bills.

Unpaid balances after the due date are subject to a 10% penalty.

Sewer volume is based on 80% of the total amount of water supplied by the Township to the property.

How we calculate metered utility charges

Water

To calculate the volumetric water charge, the water consumption in cubic metres is multiplied by the water rate.

There are two different rates:

Tier 1 rate is charged from 0 to 167 cubic meters per billing period.

Tier 2 rate is charged from 168 cubic meters and above per billing period.

consumption x water rate = water charge

Sewer

Volumetric metered sewer charges are billed at a percentage of the water measured through the water meter. Actual sewer usage is calculated as 80% of the volume of water.

There are two different rates:

Tier 1 rate is charged from 0 to 134 cubic meters per billing period.

Tier 2 rate is charged from 135 cubic meters and above per billing period.

Infrastructure Charge

This is a base charge per year that is for both water and sewer and is divided equally between the three bills. This charge is based on the size of the water meter.

Typical single-family homes have a water connection size ranging from 19 mm to 25 mm.

Tier 2 Volumetric Consumption

Charge: over 400m3

Calculated based on 80% of water consumption.

(400m3 divided by 3 billing periods = over 135m3).

400m3 consumption is prorated to the billing period.

$1.76/m3

 

When a residential property transitions from flat rate utilities to metered utilities, the flat rate charges will be prorated from January 1 to the date the meter is installed.

Residential garbage charges (if applicable) will transition to the metered utility account and be divided by the number of billing periods.
