Smith Neighbourhood Plan Update

Update: August 20, 2024

A Public Hearing for the revised Smith Neighbourhood Plan (Bylaw No. 5973) was held March 11, 2024. Bylaw No. 5973 was adopted by Council on March 25, 2024.

Update: March 1, 2024

On February 12, 2024, Council directed staff to further amend land uses designations in the updated Smith Neighbourhood Plan (SNP) and gave it second reading. Council also directed staff to schedule the required Public Hearing, taking place on March 11, 2024. Please see the Township’s Public Hearings webpage for directions on how to submit comments or attend the Public Hearing.

Update: January 29, 2024

Thank you to all those who joined us at an Open House on Thursday, January 25 to learn more about updates to the Smith Neighbourhood Plan, and provide feedback. Find out more about the Open House.

The Smith Neighbourhood Plan (SNP) was adopted by Council on June 17, 2017. On November 14, 2022, Council directed staff to update the Smith Neighbourhood Plan to ensure its economic viability, particularly related to the provision of major roads and additional recreational and community amenities. Council also directed staff to consider Community Amenity Contributions specific to Smith.

On December 18, 2023, Council gave first reading to an updated version of the SNP. The updated SNP will contribute to the Township’s ongoing effort to build Willoughby as a complete community that is walkable and supports a range of daily needs where residents and workers can live, work, learn, shop and play. It accommodates a broad range of housing from lower density, ground-oriented housing to higher density apartments, and residential/commercial mixed-use.

The updated plan includes local shopping and employment, amenities, housing affordability provisions, and an integrated transportation and servicing network. It also includes forested areas, and continuation of the Ecological Greenway to help maintain the cultural landscape and enhance the “treed” character of the Willoughby Escarpment. A Special Study Area (SSA) has been designated for the area west of 208 Street to allow for further studies and analyses to determine the land uses and related policies that will be in the public’s best interest.

The Smith neighbourhood is in the eastern part of the Willoughby community, immediately south of the Yorkson neighbourhood.
