Willoughby Arterial Road Completion Amenity Policy
On Monday, May 11, 2020, Council adopted the Willoughby Arterial Road Completion Amenity Policy. The Policy will become effective on August 11, 2020 and will be applied to in-stream applications. Applications that have received a public hearing or have had the public hearing requirement waived by Council will be exempt from the Policy.

Background
The Amenity Contribution Policy for the Willoughby area is a means to provide alternative financing of select major arterial roads in the community. This Policy provides a solution for completing road works ahead of development in Willoughby to relieve congestion in key areas.
On July 8, 2019, Report 19-113 presented analytical information, an overview of legal, community and financial implications relating to the proposed amenity policy.
On November 18, 2019, Report 19-181 was presented to Council. This Report responded to Council’s request to bring forward a revised Policy, by removing specific sections of roads in the July 8, 2019 report with an objective to lower the estimated amenity fee. Council also directed staff to engage the development industry and community-at-large as soon as practical, prior to, or concurrent with, the 2020 budget process.
Engagement events were held in late September and early October and provided background information and the opportunity to discuss and give feedback to staff on the proposed WARCAP Policy. Engagement opportunities included an online survey and two public engagement events.
