Fire Safety and Construction Fire Safety Plans
To help protect occupants, firefighters, and the public and to minimize potential fire-related damage, most multi-family, commercial, and industrial buildings in the Township of Langley —including those still under construction—are required to have a fire safety plan and a pre-incident fire plan.
A fire safety plan contains vital information and safety procedures for building owners, occupants, and responding firefighters to effectively manage emergencies. To reduce risk, we work with safety planning companies to ensure that all fire safety and construction fire safety plans meet comply with emergency planning requirements, the current BC Fire Code, Fire Prevention Bylaw 6061 and Township of Langley Fire Department operational needs.
Township of Langley Fire Department Requirements:
- All fire safety plans must follow the fire safety plan guidelines.
- The Township of Langley Fire Department now requires that pre-incident plans be submitted along with the fire safety plan as per Fire Prevention Bylaw 6061. Pre-incident plans are different from the plans submitted in the fire safety plan. A pre-incident plan is a valuable tool that helps firefighters respond and control an emergency effectively.
- Demolition and construction fire safety plans are required for projects within the Township of Langley. An owner must at the time of building permit application, submit a construction fire safety plan as per Fire Prevention Bylaw 6061.
- All fire safety plans, construction fire safety plans and pre-incident plans must be submitted electronically as per Fire Prevention Bylaw 6061.
Fire Safety Plans
Fire safety plans contain vital information and safety procedures for building owners, occupants and responding firefighters to deal with emergencies. Fire safety plans are required by British Columbia Fire Code Section 2.8 and Section 5.6 and must comply with Emergency Planning Requirements, the current BC Fire Code, Fire Prevention Bylaw 6061 and Township of Langley Fire Department operational needs.
The fire safety plan shall be site and building specific, reflecting the unique characteristics and conditions of the property.
Construction Fire Safety Plans
During the construction phase, a building is at its most construction and demolition sites vulnerable state. A CFSP is a part of a system that is intended to protect the building during this stage. Once a building is completed, there are a number of life safety systems in place to protect the building and its occupants. These include fire alarm systems, sprinklers, and fire compartmentalization. During construction these fire safety measures may or may not be installed or fully operational. Therefore, the CFSP must address hazards that could be present during construction.

Pre-Incident Plans
The Township of Langley Fire Department now requires that pre-incident plans be submitted along with the fire safety plan as per Section 2.23.01 of the Fire Prevention Bylaw 6061.
A pre-incident plan is a firefighter-focused document that includes all relevant life-safety symbols (link to approved symbols), with the exception of fire extinguishers and pull stations. Pre-incident plans help responding crews effectively manage incidents using available resources while maintaining an understanding of any hazards present at the location.

Approved Fire Safety Plan Box and Lock
The approved fire safety plan is to be placed in a box mounted at the annunciator panel.

- White box with red lettering or red stripe and white lettering (fire safety plan)
- ABUS 4 dial combination lock in red model #145/40C (see map for lock combinations)
- Fire safety floor plans are to be wall mounted on each floor level. The orientation of the floor plan shall be aligned in the direction the plan is being viewed and shall have a north arrow.
