88 Avenue Intersection and Multi-Use Pathway Improvements

The Township is investing in improvements to 88 Avenue and the intersection with Glover Road to provide a safe, accessible, and sustainable route for all road and pathway users. The 88 Avenue Intersection and Multi-Use Pathway (MUP) Improvements consist of two primary project scopes:

The 88 Avenue and Glover Road intersection improvements are essential to completing the North Langley Truck Route to help accommodate truck movements at the intersection without encroaching on adjacent lanes or other roadway features.
The 88 Avenue Pedestrian and Cycling improvements will provide a safe, accessible, and sustainable route for users including pedestrians, cyclists, wheelchair users, and other modes of active transportation. The MUP will improve connectivity of the Fort Langley community and promote active transportation to schools, jobs, recreation, and shopping. It represents a key step in connecting the Fort Langley neighbourhood with the nearby Walnut Grove community.

Background
The existing 88 Avenue corridor between Wright Street and Glover Road consists of 3.5 m wide travel lanes with a 1.2 m wide asphalt curb and sidewalk along the north side and paved shoulder along the south side with streetlights mounted off existing hydro poles.
The proposed cross-section includes 3.5 m travel lanes, concrete barrier curb and gutter, catch basins with rock pits, and a 3.0 m wide asphalt multi-use pathway on each side complete with landscaped fill slopes to seamlessly tie-in grades back to existing grades. In addition, the 88 Avenue corridor will be upgraded with new LED street lighting, and enhanced roadway signage.
The project begins approximately 60 m west of the 88 Avenue and Wright Street intersection and runs along the 88 Avenue corridor for approximately 580 m to the Glover Road intersection.
The proposed 88 Avenue and Glover Road intersection upgrades includes a protected right turn lane to accommodate turning movements for large trucks.
As pedestrians, cyclists, and other users approach the intersection of 88 Ave and Glover Road, the 3.0 m wide MUP transitions to a 1.5 m sidewalk with a 1.5 m bike lane with white paint line separation from the protected right turn travel lane. Full continuation of the 3.0 m wide MUP to the intersection is not possible due to limited right-of-way space to allow for sufficient turning movements.
Due to the increased impervious surfaces created by the 3.0 m wide asphalt MUP, the design team has given careful consideration to the management of stormwater ensuring adequate drainage infrastructure and storage is provided to capture and direct runoff to new rock pits sized to store and release stormwater by infiltration while keeping post-development flows to pre-development levels.

The existing road corridor along 88 Avenue between Wright Street and Glover Road consists of several safety issues including:
These challenges are addressed in the design of the new MUP and other infrastructure in the proposed project. The new raised MUP provides a barrier curb to separate cyclists from vehicles. This raises the classification of the cycling lanes from “low-comfort” to “medium-comfort”, as categorized by The Canadian Bikeway Comfort and Safety Classification System. The flat, wide MUP allows plenty of space for quick and comfortable travel for cyclists and other MUP users. The proposed project will install upgraded LED streetlighting to illuminate both the north side and south side MUPs. Due to the existing overhead power lines along the south side of 88 Avenue, there is not enough vertical clearance to allow for lamp standard poles. Lamp standard poles will be installed along the north side of 88 Avenue and designed to provide sufficient lighting for both sides of the corridor. Bus stops are currently disconnected or inaccessible for some public transit users. The MUP is a paved, flat, comfortable connection with three bus stops integrated within the path’s surface. The raised MUP allows for easier bus boarding. The proposed project design will also increase the width of the MUP to 4.5 m near bus stops to increase accessibility and mobility for all MUP and public transit users. With Fort Langley Elementary School in close proximity, the new MUP would provide a safe pathway for those families to walk to school and help reduce vehicle traffic and congestion. |
User experience improvements |
Benches will be placed near bus stops to provide rest for public transit users and social areas for users, particularly the senior centre and senior hall near the proposed project. The new MUP ensures ease of use for all ages and abilities while reducing trip hazards and improving accessibility for strollers, wheelchairs, etc. with smooth and even surfaces consisting of gradual inclines and declines. The proposed improvements are designed to expand the roadway to include a MUP, while minimizing impacts and/or removals of existing trees, vegetation, or visual aesthetics along this corridor. |
