216 Street Complete Street Project
Overview
After two previous phases of study and extensive public consultation, the Township of Langley is now undertaking the detailed design for the 216 Street Complete Street Project. Using a ‘complete street’ approach, the project aims to improve the safety and liveability of the corridor by:
- reducing vehicle speeds
- expanding active transportation opportunities
- creating new pedestrian crossings
- retaining as permanent some temporary on-street parking
- adding left-turn bays and medians
- aligning the intersection at 96 Avenue
- balancing the needs for people and goods movement
The project area includes the 216 Street corridor between 88 Avenue and 96 Avenue, as well as the 96 Avenue and 216 Street intersection.
What is a 'Complete Street'?
A 'Complete Street' is a design approach for transportation infrastructure that ensures streets are accessible and safe for all users, regardless of their mode of travel, age, or ability. A ‘Complete Street’ design balances the needs of various users, including pedestrians, cyclists, and motorists.
Background
This project has been informed by a corridor study carried out in 2020/2021 and results from two previous public surveys. The study was completed in two phases: the first phase reviewed the corridor prior to the 216 Street Hwy 1 Interchange construction, and the second phase reviewed the corridor after the interchange opened in 2021.
From three design options, a community-preferred design was selected based on technical analysis and input received through the consultation process. The design now also incorporates the realignment of the north leg of 216 Street at 96 Avenue, to allow for a four-way signalized intersection.

Phase 4 – Construction (timing to be determined) |
The construction will be done in 2 phases. Phase 1 will begin when funding has been approved. Phase 2 will begin later due to the extensive process required to secure Agricultural Land Commission (ALC) and environmental approvals. Phase 1: involves improvements along 216 Street between 88 Avenue and 96 Avenue. Key features include separated bike lanes, a raise centre median, upgraded pedestrian crossings, and the ultimate intersection configuration at 216 Street and 91 Avenue. Phase 2: involves an intersection reconfiguration at 216 Street and 96 Avenue. |
Public engagement opportunities
The public engagement for the 216 Street Complete Street Project was successfully completed in June 2024. We appreciate all the valuable feedback we received from the community and stakeholders.
