
Willoughby Community Plan Update

Overview
In 2025 the Township completed an update of the Official Community Plan (OCP) and several community and neighbourhood plans to align Township policies with recent housing-related amendments to the Local Government Act (LGA). The scope of the OCP update included: enhanced policies related to housing, heritage, and climate action; related map updates; and minor ‘housekeeping’ amendments. On December 1, 2025, Council adopted 2025 Official Community Plan Update Bylaw No. 6200 (as amended).
In conjunction with this OCP update, and at the direction of Council, staff have undertaken a comprehensive review and update of the Willoughby Community Plan (WCP). Key drivers for updating the WCP include TransLink’s proposed bus rapid transit service along 200 Street, the opportunity to plan for future transit-oriented development (TOD) and streamlining of land use policies through the consolidation of several neighbourhood plans.
The overall planning framework for Willoughby will include:
- a new Community Plan
- two new neighbourhood-level plans:
- Willoughby Transit Corridor Plan; and
- Gordon Neighbourhood Plan
- updated Jericho, Smith, and Williams Neighbourhood Plans (completed December 2025); and
- a new Development Permit Area (DPA) designation and guidelines for transit-oriented development
It was originally envisioned that the updated WCP would be brought forward for bylaw amendments as a part of the updated OCP, and that the neighbourhood-level plans would follow in the first quarter (Q1) of 2026. At its regular meeting of September 15, 2025, Council endorsed a revised timeline for completion of the WCP, component neighbourhood-level plans, and proposed DPA as one comprehensive package during Q1 2026.
Background
Willoughby Transit Corridor Plan
The Willoughby Transit Corridor Plan (WTCP) encompasses the consolidated land area now governed by the land use policies and guidelines within the Carvolth, Latimer, Jericho, Routley, and Southwest Gordon Estate neighbourhood plans. The consolidation of these five neighbourhood plans into one plan will provide the vision and policy framework to guide future transit-oriented development along the 200 Street corridor and adjacent lands.

The proposed Bus Rapid Transit line includes five stations within the plan area, each of which is envisioned as a new neighbourhood hub with more intensive mixed-use development.

Development Permit Area and Guidelines for Transit-Oriented Development
As part of the Willoughby Community Plan update, work is underway on a proposed development permit area and guidelines for future transit-oriented development within the Willoughby Transit Corridor. The intent of the development permit area is to ensure that future development along the corridor reflects the Township’s vision for a transit-oriented, complete, and livable urban community.
The guidelines would apply to development permit applications for multi-family residential, mixed-use, and commercial projects – from townhouse forms to mid-rise and high-rise buildings. They would also address public realm, frontage and site interface design associated with private development.

Gordon Neighbourhood Plan
As part of the Willoughby Community Plan update, a review of the Central Gordon Estate and Northeast Gordon Estate Neighbourhood Plans was initiated in July 2025, upon further direction from Council to consolidate these two plans into one new neighbourhood plan.
The objectives of plan consolidation are to simplify the regulatory framework within these emerging neighbourhoods while supporting future greenfield and infill development, to align neighbourhood plan changes with the draft WCP, and to explore opportunities for increased residential density.
Staff have undertaken a comprehensive review of existing neighbourhood plan policies, and the implications of ongoing plan amendments allowing for increased densities on infrastructure services, transportation, public amenities, financing, and related planning considerations.
The draft consolidated Gordon Neighbourhood Plan is being prepared, but there are a number of proposed changes to existing land use designations that align with OCP housing policies, the draft WCP, and current trends in residential and mixed-use development.
