Roads Operations

The Roads Department organizes, manages and directs all aspects of road maintenance operations in the Township. In addition to keeping sidewalks, ditches, boulevards and streetlights operational, staff manage snow and ice control, roadside garbage and litter removal, street sweeping and bushwhacking. Alongside the Transportation Department, the Roads Department ensures traffic control systems are operational and assists with road network expansions.

 Engineering Technologist I
Duty examples

Performs moderately complex technical field and office work of an engineering nature at the sub-professional level.

Coordinates assigned small to mid-sized construction projects.

Develops work schedules in conjunction with operations and construction; monitors work progress and project budgets.

Coordinates approval of soil deposit permit applications; prepares and maintains technical and status reports, correspondence, tender and project specifications.

Performs site inspections, maintains liaison with and provides direction to a wide variety of internal and external contacts.

Required certifications
  • Class 5 BC Driver’s Licence
  • Registration or eligibility for registration as a Graduate Technologist within British Columbia
Desired experience and qualifications
  • Graduation from an Institute of Technology with a diploma in Engineering Technology
  • Courses in project management
  • Experience working in a municipal Engineering environment (preferred)

Engineering Technologist II 
Duty examples

Performs complex technical field and office work of a Civil Engineering nature at the sub-professional level.

Coordinates utilities programs; prepares and maintains technical and status reports, correspondence, tender and project specifications.

Performs site inspections, maintains liaison with and provides direction to a wide variety of internal and external contacts.

Required certifications
  • Class 5 BC Driver’s Licence
  • Certification or eligibility for certification as an Applied Science Technologist within British Columbia
  • Cross Connection Control Tester Certificate (for Utilities Operations only)
Desired experience and qualifications
  • Graduation from an Institute of Technology with a diploma in Civil and Structural Technology, Building Technology, or other related discipline
  • Courses in project management
  • Experience working in a municipal Engineering environment (preferred)

Foreman I 
Duty examples

A “working foreman” is responsible for supervisory, operational, maintenance, and repair work involving installation, construction and maintenance of municipal services; participates in the work while supervising and giving work direction to assigned staff.

Organizes work, orders materials, supplies and tools.

Ensures safe work practices are followed according to work standards.

Prepares and maintains records, receives, investigates, responds to complaints and performs routine inspections.

Required certifications

Foreman I in all departments:

  • Class 5 BC Driver’s Licence

Foreman I in Roads Operations:

  • Class 3 BC Driver’s Licence with Air Brake Endorsement

Foreman I in Utilities Operations:

  • EOCP Water Distribution – Level I (Water Utilities)
  • EOCP Wastewater Collection – Level I (Sewer Utilities)
Desired experience and qualifications
  • Completion of Grade 12, supplemented by technical courses related to work
  • Experience in supervision and public works
  • Understanding of municipal construction and maintenance work related to roads, water, sanitary, drainage systems and parks

Infrastructure Asset Technician 
Duty examples

Performs inspections and assesses conditions of existing assets related to the TOL’s infrastructure assets.

Provides support with preventative maintenance scheduling, maintains work orders, and reviews processes and procedures offering recommendations for efficiency improvement.

Maintains records, performs data entry and documentation.

Required certifications
  • Class 5 BC Driver’s Licence
Desired experience and qualifications
  • Completion of first year in a related undergraduate degree or diploma
  • Related technical training in asset management
  • Knowledge and hands on experience with Computerized Maintenance Management Systems (CMMS)
  • Understanding of engineering terminology, materials and equipment

Labourer 
Duty examples

Performs semi-skilled tasks in the maintenance and general construction of roads, sewers, waterworks, facilities and parks.

Assists in exterior and interior construction projects, assembles and/or dismantles equipment, structures and surfaces.

Operates TOL’s vehicles, motorized equipment, and tools.

Performs Heavy manual work outdoors in all weather conditions.

Required certifications
  • Class 5 BC Driver’s Licence (Class 3 with Air Brake Endorsement is preferred)

Operations Maintenance Worker (OMW)

Operates, loads/unloads, and services TOL’s vehicles, equipment and tools.

Performs manual work outdoors in all weather conditions.

OMW in Parks Operations:

  • Operates large industrial and farm tractors with attachments; assists in construction and maintenance of wooden structures; assists with gardening and landscaping tasks

OMW in Roads Operations:

  • Constructs and maintains TOL streets; traffic and other signage; performs road and pothole repairs; and supplements in snow control
 

OMW in Engineering and Construction Services:

  • Constructs, installs and maintains storm water infrastructure
Required certifications

OMW in Parks Operations:

  • Class 5 BC Driver’s Licence with Heavy Trailer Code 20 Endorsement
  • Pesticide Applicators Certificate – Landscape General

OMW in Roads Operations and Engineering and Construction Services:

  • Class 3 BC Driver’s Licence with Air Brake Endorsement

Superintendent 
Duty examples

Supervises and manages employees required to complete assignments and participates in most human resources decisions.

Works independently under the direction of the Manager, performing operational planning, design, estimating, scheduling, inspection and maintenance functions related to the department.

Participates in operational and capital projects planning and financial control and adjustment.

Investigates and follows up on issues, answering inquiries and complaints from the public, developers, consultants and other regulatory agencies.

Required certifications

Superintendent in Engineering and Construction Services:

  • Class 5 BC Driver’s Licence
  • Applied Science Technologists and Technicians – AScT (preferred)

Superintendent in Facilities:

  • Class 5 BC Driver’s Licence
  • Refrigeration Safety Awareness Certificate
  • Enhanced Reliability Security Clearance for the RCMP (ability to obtain within first year of employment)

Superintendent in Parks Operations:

  • Class 5 BC Driver’s Licence
  • Certification or ability to obtain certification as an Arborist with the International Society of Arborists

Superintendent in Roads and Utilities Operations:

  • Class 5 BC Driver’s Licence
  • Eligible for registration under the provisions of the Applied Science Technologists and Technicians Act of BC as a Civil Engineering Technologist
Desired experience/qualifications

Superintendent in Engineering and Construction Services:

  • Diploma of Technology in Civil Engineering (or related field) or an experienced professional in a municipal infrastructure construction and maintenance field
  • Minimum three years of direct Engineering experience in a municipal government, consulting company, or infrastructure contracting company; or, equivalent combination
 Superintendent in Facilities:
  • Engineering/Building Technologist Diploma or equivalent training and experience in the industry
  • Minimum five years of direct Engineering experience in a municipal government or consulting company; or, equivalent combination

Superintendent in Parks Operations:

  • Bachelor's degree or diploma and Trades Qualifications in a related field or equivalent training and experience in the industry
  • Minimum five years of direct Parks experience in a municipal government or organization providing Parks and Cemetery/Parks and Open Spaces management and maintenance services; or, equivalent combination

Superintendent in Roads Operations:

  • Diploma in Civil Engineering Technologist or equivalent
  • Minimum five years of direct Engineering experience in a municipal government or consulting company; or, equivalent combination

Superintendent in Utilities Operations:

  • Diploma in Civil Engineering Technologist or equivalent
  • Minimum seven years of direct Engineering experience in a municipal government or consulting company; or, equivalent combination
