Water Resources and Environment

Water Resources and Environment manages capital infrastructure projects for water, sanitary and storm systems, and provides support to other Township departments such as Community and Policy Planning, and Property Services. Water Resources and Environment also manages public education and community outreach programs to help protect our natural resources.

Engineer-in-Training (EIT)
Duty examples

Prepares cost estimates, revenue sharing and grant applications for capital projects and assists with budget preparation.

Plans, schedules, and coordinates various capital projects to avoid conflicts between projects, resources, and to meet target deadlines.

Prepares terms of reference for and requests proposals from engineering consultants, evaluates the proposals and awards engineering assignments for capital projects.

Prepares and reviews technical reports and assists in preparing reports to Council.

Approves invoices and authorizes changes to contract amounts within budgeted limits.

Required certifications
  • Eligible for designation as an EIT in British Columbia
  • Class 5 BC Driver’s Licence

  • Bachelor's degree in Engineering from a recognized post-secondary institution
  • Experience in a municipal environment

Engineering Technologist I
Duty examples

Performs moderately complex technical field and office work of an engineering nature at the sub-professional level.

Coordinates assigned small to mid-sized construction projects.

Develops work schedules in conjunction with operations and construction; monitors work progress and project budgets.

Coordinates approval of soil deposit permit applications; prepares and maintains technical and status reports, correspondence, tender and project specifications.

Performs site inspections, maintains liaison with and provides direction to a wide variety of internal and external contacts.

Required certifications
  • Class 5 BC Driver’s Licence
  • Registration or eligibility for registration as a Graduate Technologist within British Columbia
Desired experience and qualifications
  • Graduation from an Institute of Technology with a diploma in Engineering Technology
  • Courses in project management
  • Experience working in a municipal Engineering environment (preferred)

Performs site inspections, maintains liaison with and provides direction to a wide variety of internal and external contacts.

  • Class 5 BC Driver’s Licence
  • Certification or eligibility for certification as an Applied Science Technologist within British Columbia
  • Cross Connection Control Tester Certificate (for Utilities Operations only)
Desired experience and qualifications
  • Graduation from an Institute of Technology with a diploma in Civil and Structural Technology, Building Technology, or other related discipline
  • Courses in project management
  • Experience working in a municipal Engineering environment (preferred)

Environmental Coordinator I 
Duty examples

Performs technical, educational and inspectional work implementing and coordinating environmental quality control reviews of municipal development projects involving: air, water quality, stream and habitat protection, and effluent discharge.

Designs and develops environmental projects and formulates related policies and standards.

Prepares, provides, presents and educates the public on the environmental matters; conducts inspections; investigates environmental complaints; performs biological testing and research activities; and responds to emergencies involving toxic pollutants.

Required certifications
  • Class 5 BC Driver’s Licence
Desired experience and qualifications
  • Bachelor's degree related to field (i.e. Bachelor’s of Science in Natural History or Environmental Engineering), or graduation from an Institute of Technology
  • Two to three years of work and field experience in fisheries, environmental monitoring and public education

Environmental Coordinator II 
Duty examples

Performs research of land use and development environmental issues.

Reviews and analyzes development applications and proposals for compliance to environmental legislation, policies and regulations; performs site inspections; and coordinates and expedites the processing and approval of applications through regulatory agencies.

Attends meetings in a professional capacity; receives public and environmental agency input; provides environmental advice, information and explains policies; and provides professional environmental expertise.

Prepares reports and drafts regulations relative to environmental studies and legislation.

  • Class 5 BC Driver’s Licence

  • University graduation, plus a post graduate degree in a related field

Project Engineer 
Duty examples

Interprets the Township’s policies, standards and design criteria as they affect specific projects; reviews the Engineering Consultant’s design for conformance; and makes decisions during design and construction on questions not covered by standards.

Required certifications
  • Class 5 BC Driver’s Licence
  • Eligible for the Professional Engineer designation in British Columbia
Desired experience and qualifications
  • Bachelor's degree in Engineering from a recognized post-secondary institution 
  • Minimum five years work experience with progressively responsible project management roles
  • Minimum two years work experience in a municipal environment
  • Supervisory experience (preferred)
