
Housing Targets
On May 31, 2023, the Housing Supply Act was brought into effect. This legislation gives the Province of BC the authority to set housing targets for forty-seven municipalities, including the Township of Langley.
On August 18, 2025, the Minister of Housing and Municipal Affairs issued Order No. M264 under the Housing Supply Act and provided housing targets for the Township. The Order requires the Township to ensure 6,596 net new units are completed—meaning fully built and granted final inspection by August 31, 2030. The annual (cumulative) breakdown of required housing units is as follows:
- Year 1 (2026): 989 units
- Year 2 (2027): 2,045 units
- Year 3 (2028): 3,265 units
- Year 4 (2029): 4,749 units
- Year 5 (2030): 6,596 units
Reporting
The Township must report its progress toward meeting the Housing Targets. In the first year, progress reports will be prepared at the 6‑month (interim) and 12‑month (annual) milestones, followed by annual reporting in years 2 through 5.

Additional expectations outlined in the Ministerial Order identify a mix of housing by unit size (number of bedrooms), tenure, and affordability, detailed in the table below, or see Housing Target Guidelines. These figures are not part of the formal Housing Target Order itself, but the Township is expected to report on them.
