
Willoughby Community Plan
Overview
The Willoughby Community Plan (WCP) outlines the vision, guiding principles, and policies that have shaped Willoughby over the past 30 years. As a part of the 2025 Official Community Plan (OCP) update, and in response to new context in Willoughby including the 200 Street bus rapid transit corridor, the WCP is undergoing an extensive refresh.

| 2023-2024 |
| The 200 Street 2040 planning study included a comprehensive community consultation, planning inputs, and visioning for the future of 200 Street as a rapid transit corridor. This process has been used to inform the Willoughby Community Plan update. |
| 2024 |
| LEC 2040 was a planning study that included community consultation and design analysis to create a vision for the future Arts, Sports, and Entertainment District at the LEC. This process also informed the WCP update. |
| 2024-2025 |
| As a part of the OCP update, the Willoughby Community Plan is undergoing a significant refresh that includes a new planning framework, updated land use policies, and consolidation of some neighbourhood plans. |

Neighbourhood Plan Consolidations
The WCP update includes streamlining the Carvolth, Latimer, Jericho, Routley and Southwest Gordon Estate Neighbourhood Plans into one consolidated plan, the Willoughby Transit Corridor Plan. Additionally, the Central Gordon Estate and Southwest Gordon Estate Neighbourhood Plans will be consolidated into a new Gordon Neighbourhood Plan. Further information about these neighbourhood-level plan consolidations and opportunities for input will be provided in 2026.
