Green Infrastructure Services (GIS)

The GIS Department reviews landscape and tree plans for development applications to ensure compliance with the following:

  • Official Community Plan
  • Community and Neighbourhood Plans
  • Development Permit Area guidelines
  • Zoning Bylaw
  • Subdivision and Development Servicing Bylaw
  • Other relevant municipal policies and bylaws.

GIS also inspects landscape installations including:

  • Street trees and boulevard landscaping
  • Wildlife habitat areas
  • Rain gardens
  • Trails and greenway amenities

Landscape review requirements

Rezoning
  • Identifies greenway, park, trail dedications, and design requirements.
  • Requires tree protection, street trees, boulevard planting, and pedestrian connectivity.
  • Plans must be prepared by a Registered Landscape Architect.
  • Landscape works are secured through a servicing agreement before rezoning adoption.
 Subdivision
  • Requires tree protection/replacement, street trees, and boulevard planting.
  • Detailed landscape drawings must meet construction standards.
  • Works are secured via a servicing agreement.
  • Small subdivisions (≤5 lots): Street trees provided via cash-in-lieu deposit.
  • Medium subdivisions (6–10 lots): Option to install or pay cash-in-lieu for street trees.

Development permit

  •  Landscape drawings must meet Section DR5 of the Subdivision and Development Servicing Bylaw
  • Landscape drawings must reflect form and character guidelines.

Building permit (excluding detached single-family homes)

  • Drawings must meet Section DR5 and align with Council-approved rezoning and development permits.
  • Landscape works not covered by a servicing agreement are secured through the building permit.

  1. Application
  2. Landscape Plan / Tree Plan Review
  3. Servicing Agreement / Landscape Securities
  4. Pre-Construction Meeting
  5. Construction
  6. Landscape Completion and initiation of required maintenance period
  7. Return of Securities and Landscape Acceptance

Security

Detailed and accurate cost estimates must reflect the landscape components shown on approved plans, with separate line items including installation costs.

Submission requirements

  • Use the Township-supplied spreadsheet (available below).
  • Submit separate estimates for:
    • Servicing agreement landscape work
    • Building permit landscape work (securities are collected at different approval stages.)

Greenway amenity contributions

Township Council has adopted Greenway Amenity Policies in the Brookswood-Fernridge and Willoughby areas to support the equitable development of public amenities.

These policies guide requirements for:

  • Greenways
  • Pocket parks
  • Wildlife habitat patches
  • Public art installations

They also identify eligible items for greenway amenity credit.
