
Latecomer Agreements
What is a latecomer agreement?
When new development needs excess or extended services to support it - like water, sewer, or drainage - the developer may build them at their own cost up-front.
To support fairness, developers can apply for a Latecomer Agreement, which allows them to recover some of those costs if/when other nearby properties connect to or benefit from the services within 15 years.
This approach helps ensure that the cost of shared infrastructure is fairly distributed among those who use it.
How are latecomer charges set?
Latecomers are determined according to the Township’s Latecomer Policy 07-353. If applicable, a note will appear on the tax notice of a benefitting property.
When are latecomers payable?
Latecomers are payable by benefitting properties at time of connection to, or use of the service within 15 years of the agreement.

Latecomer agreement process
- Submit latecomer calculations
- The Engineering Consultant for the project completes the Latecomer Calculation Workbook and forwards it to Development Engineering.
- The Development Engineering Technologist will review the workbook and either accept or send it back for revisions.
- Agreement preparation
- The Township prepares the agreement and forwards two copies to the developer for signature.
- Agreement execution
- The developer signs both copies of the agreement and returns them along with the required administration fee to the Township.
- The Township executes the agreement and provides the developer with a copy.
- The Township advises the benefitting property owners via letter of the latecomer.
- The Township notes the Latecomer on the tax notice of properties within the benefitting area.
Reimbursement
- Prior to reimbursement, the works must receive substantial completion.
- After substantial completion, reimbursement of latecomer funds is provided to the developer as they are received by the Township.
