Voluntary Water Metering Program

The Township of Langley is introducing a Voluntary Water Metering Program to encourage water conservation and to provide residents an equitable way to pay for the water they use.

Through this program, Township of Langley property owners can apply to have a water meter supplied and installed at their property, free of charge.

A water meter is a device that measures how much water your home uses.

Once your water meter is installed, your property will receive a utility statement tri-annually based on your actual water consumption, instead of the annual flat-rate fee previously charged.

Starting in 2025, the Township is separating the billing of utility fees and property taxes. Property owners will receive a separate utility statement for annual water, sanitary sewer and garbage collection. Learn more about utility fees.

Application process

Step 1: Submit your application online.

Before you apply

Ensure you have the following required information (if applicable):

  • If you are not the property owner: a completed agent authorization form.

  • If your property is part of a Strata: a letter on the Strata Corporation’s letterhead stating that the Strata Corporation wishes to proceed with an application for the entire Strata.

An irrigation system is an in-ground sprinkling system.

What year was your home built?

To find this information, visit the BC Assessment website.

Step 2: Once your application is submitted, an application number will be issued on your confirmation. You can also view this information in your MyTownship profile. Sign into MyTownship.

Step 3: Township staff will review your application and may contact you if they have further questions about your application.

Step 4: Your application will be put into the queue for water meter installation. You will be contacted by email when your water meter is scheduled for installation. At this time, we are not able to provide estimates as to when addresses can expect to receive a water meter.

Step 5: Once your property is scheduled, you will be contacted by Township of Langley staff or a contractor hired by the Township of Langley with an approximate day and time of installation.*

Step 6: Once your water meter is installed, your property will received a metered utility statement.

Frequently asked questions (FAQs)

What is a water meter?

A water meter is installed on your water service line before any other connections and measures the amount of water consumed on a property. This information can then be utilized to provide property owners with accurate water bills.

How will this affect my utility billing?

Properties that have a water meter installed will no longer be billed the flat rate charge; those property owners will be transitioned to metered utility billing and will be charged for consumption from the date of meter installation.

Once a water meter has been installed on a property, flat rate charges will be prorated from January 1 to the date of meter installation. If the flat rate statement is paid, any applicable credit will be moved to the new metered utility statement. The infrastructure fee will also be prorated on the first metered utility statement.

How does water metering detect and reduce leaks?

By collecting ongoing water consumption data from a water meter, increases in consumption can be detected. Consumption that is above the typical use for a property may indicate a possible leak on that property. 

Who can apply for the program? 

The property owner or property management company of any Township property connected to the municipal water system are eligible to apply for the program. All applications will be considered on a case-by-case basis. 

Does it cost me anything to have a water meter installed to participate in the Voluntary Water Meter Program?

No, there will be no direct cost to the property owner for the installation of the water meter, however each property will be reviewed on a case-by-case basis for the capacity to accept a water meter in accordance with Township of Langley Bylaws and Standards. 

Do I have to pay my flat rate utility statement if I have applied for a water meter? 

The flat rate utility statement must be paid by the Wednesday, July 2, 2025 due date to avoid a late payment penalty.

If your utility account remains unpaid as of December 31, any balance owing will be transferred to the property tax account as arrears and become subject to daily interest charges.

Once a water meter has been installed on a property, flat rate charges will be prorated from January 1 to the date of meter installation. If the flat rate statement is paid, any applicable credit will be moved to the new metered utility statement. The infrastructure fee will also be prorated on the first metered utility statement.

How will installations be prioritized?

Properties containing a secondary suite will be prioritized for installation of a water meter.

Where will my water meter be installed?

Your water meter will be installed in a meter box which is generally located at your property line. If your property does not have a meter box, one will need to be installed at no cost to the property owner as part of the Voluntary Water Meter Program.

How long will the installation take?

If your property has a meter box, and no upgrades are required to it, most installations can occur in approximately two hours.

What if my property is older and doesn’t have a meter box installed?

An assessment of your water service location will need to be completed to determine where a meter box can be placed.  A meter box installation will be required before the installation of a water meter can occur.

What are the benefits of having a water meter installed?

  • A water meter measures your property’s water consumption, so you are billed for the water your property uses. This is instead of a flat-water rate which is a flat cost applied to a property regardless of how much water is actually used.

  • Take control of your utility fees: you can reduce your utility statement by practicing water conservation.

  • Can detect leaks early.

How often will I receive a bill if I have a water meter?

You will receive your metered utility statement tri-annually (three times a year). Starting in 2027, the Township of Langley will be moving to quarterly (four times a year) billing.

Why is metered water billed tri-annually instead of annually?

Tri-annual (three times a year) billing allows property owners to closely monitor their water consumption and improves the ability to detect leaks.

How do water meters help conserve water?

Water meters provide information on your property’s water usage. When people are made aware of their water use, there is the opportunity to reduce their overall water consumption and save money. Water meters can also help identify leaks which is a common cause of excessive consumption.

Can I revert back to the flat rate after the meter is installed?

No. Once you are on metered utility billing there is no option to return to flat rate utility billing.

How do you read the water meter?

All water meters will be equipped with radio transmitters, allowing them to be read remotely by Township of Langley staff.

Will the water meter affect my water pressure?

No there will not be a noticeable difference in your water pressure after the water meter is installed.

I’m part of a Strata, can I sign up for a water meter?

As per Langley Waterworks Regulation Bylaw No. 6074, Strata properties are serviced by a single water service that will be metered and there is no ability to meter individual Strata owners. Strata properties can participate in the volunteer water meter program; however, only one meter will be provided on the main water service to the strata property.  In the application, a letter on the strata corporation’s letter head will need to be included, advising that the wish to proceed with participation in the volunteer water meter program and the strata corporation agrees to accept utility billing on behalf of all units in the strata.
